Are the Hell's Angels allowed to attend the Biker Rally in South Dakota?

Sturgis is an open rally for anyone who rides.All are welcome.It's neutral ground and nobody wants to ruin the seine.I've been there and seen all kinds of patches from all over the US and Canada.
