A border collie can come in brown, grey, or black. They will ALWAYS have white points on them if they are purebred. Try a Belgian Turvuren. I think that may be what you are looking for. But yes, the person who told you that B.C. have to have white on them, they were correct. They will always have at least one white point someplace.
