Why shouldn't you use a propane tank if the valve is rusty?

I was reading the label on my propane tank. It's not the really big kind. It's the kind you use for a blowtorch. It said on the label that you should dispose of it if there is rust on the valve. Why shouldn't you use it if the valve is rusty?
