Now that Governor Succession from Texas wants to succeed from healthcare...?

since the $750 billion is already paid for, (unlike the war in Iraq which Republicans borrowed a trillion from China) and we wouldn't ensure the 5 million uninsured Texans who are draining the system, would that not pay for the rest of it?
