Could this be a solution for the stem cell issue?

What if people could check a box on their tax forms saying that they don't support stem cell research, They wouldn't have to pay taxes on the research then, but since they dont support it they are not allowed to recieve any medical istance that requires the science obtained from stem cell research. That way the smart people could potentially gain cures for previously incurable diseases and the evangelicals and such dont get to since apparently God doesnt want it that way. Is this a good idea?
