Why did the voice of Isaiah 28:18 say this, and to whom is it said?

The Wages of Sin is death, but the gift of GOD is eternal life. The LORD Jesus Christ took upon all of the world's sin, and tasted death for all of His believers. Death is penalty for sin/iniquity/transgression, but Christ took that all away on the cross. Christ died so that we would not have eternal separation from GOD.
